A., World Economy, Fudan University, Shanghai, China; Membership: American Immigration Lawyers Association California Bar Association Los Angeles County Bar Association The world is an ever shrinking place, with globalization all but inevitable given the unprecedented rate of integration, interfacing, and interaction between countries. East meets the west is no longer an easy concept to define. The bridging of cultures, however, is an even tougher task. Educated in top-ranking universities both in China and the United States, Mr. Qi has a keen sense of understanding and appreciation of the two distinctively diverse universes. And his insights on how the two countries would work together in business and commerce help define the law firm's practice in the past and future. Born and brought up in Shanghai, China, Mr. Qi went to Fudan University for his Bachelor's degree in World Economy at a time when China had just begun to become aware of the transgressions in the developed countries. Upon graduation in 1983 as one of the top students, he went to work for Xinhua News Agency, China's largest news organization, as a journalist in its international news department. A prolific writer, Mr. Qi published feature stories and commentaries in prominent newspapers and news journals, in addition to his daily work as a newsman. His publications have appeared in such notable media as: People's Daily, Outlook Weekly, China Daily (the only English language newspaper in China at the time), etc. In 1987, Mr. Qi was admitted into the University of Southern California on two scholarships due to his stellar academic achievements and professional experience to pursue a Master's degree in Journalism. After a stint in the early 90s with one of the nation's top public relations firm, Manning, Selvage & Lee, he became involved in immigration legal practices with a local law firm. By helping immigrant clients, mostly Chinese, navigate through the labyrinth of complicated immigration legal procedures, Mr. Qi has developed a deep understanding of immigration law and its significance for immigrants, old and new. While working, Mr. Qi went to Western State University, College of Law in southern California to pursue his Juris Doctorate, a degree that would become a pinnacle of his education career. His legal education has been especially treasured because it was key to his understanding and appreciation of the most comprehensive legal system in the world and the culture that had cultivated its development. During his tenure as the head of the immigration department in the local law firm, Mr. Qi built the immigration department virtually from scratch to an entity of 10 employees at its pinnacle. Together with its principal partner, and later, on his own after setting up his own law firm, Mr. Qi traveled across the country to over a hundred of the nation's top universities to give seminars to Chinese students on employment-based immigration issues, particularly in the areas of National Interest Waiver, Extraordinary Ability Aliens and Outstanding Researchers and Professors. Mr. Qi was particularly proud of his achievement in the area of employment based immigration because of his firm belief that those who he helped to obtain permanent residencies contributed to the scientific and economic well-being of the United States. His first successful case of national interest waiver dated back to 1994. Since then, his clients have been coming from all across the country, even Canada, Poland, and other parts of the world. His immigration practice has also facilitated rapid business development from China into the United States. While enjoying rapid and unprecedented economic development, China has also been active in expanding its business internationally, with the United States one of its prime destinations. Mr. Qi has helped numerous multi-national executives from China to start and conduct businesses in the United States, particularly Los Angeles, one of the largest Chinese immigrant enclaves in the country. Mr. Qi's deep understanding of U.S. immigration law and his experiences in the area have earned him unsurpassed reputation among Chinese immigration nationwide and locally. He was sought after by Chinese students across the country for his employment based immigration expertise, by local Chinese immigrants in their business and personal immigration matters for his business immigration acumen. His reputation has earned him regular appearances in local Chinese Television stations, such as KSCI-Channel 18, Phoenix TV, and Skylink TV, for live commentaries on current immigration issues and question-and-answer sessions in immigration law and other legal matters. Mr. Qi's passion to practice law also takes him to other areas of legal practice, such as business law litigation, other civil litigation, family law, and criminal defense. In one of his civil cases, he successfully sued a university for its negligence on behalf of a foreign student. In that case, the university failed to give the foreign student proper document to apply for Optional Practical Training (OPT), resulting in the denial of the student's OPT, depriving her of one year training and wages. After lengthy litigation and in opposition to a large national law firm, Mr. Qi prevailed in the form of a favorable settlement that included an entire year of lost wages, plus five years of earning difference between plaintiff's current earnings and what she could have earned had she received the one year optional practical training.
